Board Meeting Minutes 10-19-2019
Meeting was called to order at 10:00 AM by Cindy Wade, Chairman and a quorum was present.
Attendees:
Board Members: Cindy Wade Chairman, Jerry Dennis Vice Chairman, Doris Jacobs Treasurer, Jennie Keller Secretary, Jerry Brown, Kevin Pfister and Kyle Epperson. Mike Bohannan Alternate.
Members: Jody Bohannan, Ron Chrisman and Paula Dennis
A quorum was established with 7 board members in person.
Approval of the minutes from May 18, 2019. Jerry Dennis moved to accept the minutes as written. It was seconded by Kevin Pfister. Motion passed unanimously.
Committee Reports:
Well report
Rhonda Sweezy provided the Well Report.
1) The Well water was last tested on September 3rd and there were no signs of bacteria found. Results have been posted on the Well house.
2) Siding was partially replaced on the smaller garage and partially painted last month; this was at the request of the proposed painter.
2) We are still pending estimates to paint the garages and other buildings on the lot. Two painters have been asked to provide their estimates.
Discussed the siding needs to be repaired before paint. Jerry Dennis moved get a bid. Kyle Epperson moved get a bid and proceed with fixing if the bid is less than $1500. It was seconded by Jerry Brown. Motion passed unanimously.
Fire Response / Truck Maintenance
No report from Jerry Brown or Dave Sargent.
State Land Truck and APS truck
Cindy Wade shared the State Land Truck requires CCPCPA to house, maintain, insure including a workman’s comp policy for those who are authorized to drive it. The State can’t donate the truck and this is the only arrangement.
Board discussed the new APS truck would require a lot of training and doesn’t seem like a good fit for our community. Mike Bohannan shared the offer to donate a fire truck is a nice gesture by APS and it was his duty to take it to the board. Kevin Pfister moved to decline the APS truck offer. It was seconded by Jerry Brown. Motion passed unanimously.
Mike Bohannan asked the board to write a letter to APS acknowledging the offer and respectfully decline. Cindy Wade will write the letter.
State Land truck is costing $800 a year for workman’s comp plus insurance. Chairman has to sign an agreement to terms and there are no fines if terms are not met. The State would find a new home if we don’t want to keep. Mike Bohannan asked what would happen if we didn’t renew the workman’s comp policy. Discussed the workman’s comp policy only covers those authorized on the policy to drive the truck and is up for renewal. Kyle Epperson moved to decline the workman’s comp (not renew the policy) and continue to maintain regular insurance. It was seconded by Doris Jacobs. Motion passed unanimously.
Winterizing property and trucks
Cindy will setup freeze alarms. Jerry Brown, Kevin Pfister, Kyle Epperson and Ron Chrisman will drain the trucks. Jerry Dennis will turn heaters on and add foam to the well house. Jerry Brown shared the pump on the tanker is bad. Mike Bohannan shared there is a new pump in the big garage he bought 6-7 years ago and they should look to see if this can replace the old pump.
Kyle Epperson asked why we lease the propane tanks and don’t own them. We used to get deals and if there is a cheaper way no one is opposed. Doris Jacobs shared the AmeriGas statement was a mess and the credit was used to pre-buy propane at a lower cost. Doris Jacobs will check into options for buying the tanks. The large garage tank is full and we’re not heating that garage anymore. There are 3 tanks in total. Kevin Pfister moved for Doris Jacobs to research the cost to purchase the propane tanks and vote via email. It was seconded by Kyle Epperson. Motion passed unanimously.
New Business
Planning for the March board meeting to de-winterize and prepare for the Annual Members Meeting.

Jennie Layne Keller asked how the By Law updates are done so we can add the new By-laws approved at the last meeting. Jennie Layne Keller will send Cindy Wade a draft of the updates for review before posting to the website.
Ron Chrisman asked if there is any interest in getting keyed mailboxes for large package delivery. Kyle Epperson shared he’s doing that with another property and you have to work with the Post Office (PO) and then install. Ron Chrisman shared the PO is not delivering large packages to his house. Jerry Dennis says he receives large packages delivered by the PO to his house. Cindy Wade shared this is up to the neighborhood and not CCPCPA.
Doris Jacobs shared the deadbolt was jammed when she entered the garage.
No other business to discuss.
Motion was made by Kyle Epperson to adjourn the meeting. Second by Jerry Brown. Meeting was adjourned at 12:15.
