Annual Members Meeting Minutes 5-15-2021

Meeting was called to order at 1:07 PM by Cindy Wade, Chairman.  A quorum was established with 6 board members, 1 alternate, and a total of 38 mail in ballots.

Attendees:

Board Members: Cindy Wade (Chairman), Doris Jacobs (Treasurer), Jennie Keller (Secretary), Mike Baillargeon, Kevin Pfister and Kyle Epperson.

Alternate: Ron Chrisman

Approval of February 6th, 2021 CCPCPA Board Member Meeting Minutes. Ron Chrisman moved to accept the minutes as written. It was seconded by Kyle Epperson. Motion passed unanimously.

Treasurer Reports:

Reports were mailed to members. Doris Jacobs shared we had a deficit last year of nearly $3,000 because we didn’t have as many fundraising events as usual but we’re doing ok. There’s a good amount of money in the bank and the well fund is good if we need it.

Committee Reports:

Fire Response / Truck Maintenance

Ron Chrisman shared the brush truck he drove today had 3/4 tank of gas.  Ron Chrisman and Dave Sargent are going to add water to the trucks today.  Ron Chrisman shared we need to replace the sleeve on the water tank, so the water doesn’t go all over the place.  It’s a vinyl piece that shouldn’t be too much to replace. Discussed Ron Chrisman and Mike Baillargeon volunteered to get the sleeve replaced. Expenses go to Doris Jacobs for reimbursement or could come out of the Bingo fundraiser if needed. Doris Jacobs asked for Bingo funds to be tracked and reported to her.  Jennie Keller and Lisa Binns will track and report to Doris Jacobs.       

Well / Water:

Rhonda Sweezy tested the water in the last 30 days, and it passed so water is good to go for the summer. Cindy Wade shared there was a lot of repairs made last year so there shouldn’t be anything that needs to be done this year. Rhonda Sweezy’s report is below.

Water Committee Report

CCPCPA Community Well was tested on April 12, 2021, by Statewide Disinfection Services, Inc., Mesa AZ. 

B-T Testing determined that the sample did pass and it is deemed safe.  Test results are attached.

Also appears there is ample supply of chlorine tablets and silica gel dehumidifier boxes for the remainder of 2021.

The Well house has been dry and safe with the new roof and drywall.  All hoses appear to be in good shape and the members are doing a great job hanging the hoses back up when done pumping water.

Events:

Lisa Binns shared there is Bingo fundraiser today at 3.  There will be a Father’s Day Bag Tournament and lunch with a Raffle for a grill and winner doesn’t have to be present.  There will be a July 3rd breakfast and Bingo fundraiser. Fall Fest is Labor Day weekend (bake sell, baskets, bag tournament, 50/50, Visa, Blackjack, and food TBD).  Please donate a basket valued at $100 for Fall Fest (donation is tax deductible). Events are posted to CCPCPA.ORG and on the Facebook Group page Clear Creek Pines Community Protective Association (CCPCPA).      

New Business:

  1. Bylaw update discussion
    1. Member asked why quarterly audit versus yearly. Cindy Wade explained this is needed because quarterly allows things to get reviewed through the year versus waiting until year end.  This helps when the volunteer treasure doesn’t have accounting background.
  2. Board Member Election discussion
    1. Opened forum for discussion with no questions asked.
  3. Ballot count for Board elections and Bylaws
    1. Determined the volunteers to count ballots during recess.
  4. Recess occurred while the Board meets in Executive session for the new board to elect officers.
  5. Reconvene and announced the election results.
    1. Budget passed unanimously.

Discussed membership is low and we need to do a membership rally.  Rhonda Sweezy sent the brochure to the board, but it needs to be updated. Jennie Keller will get the brochure updated and shared with the members to print at home and put on the website for anyone to print. Jennie Keller will get brochures printed and put on the garage door.  Please share the brochure with your neighbors to help increase membership.

Fire training was good way to show members on how to use the brush truck. We need to get Fire Training started again this summer.     

Unfinished Business:

  1. Propane prebuy discussion
    1. Prebuy is July or August.  Cindy Wade will ask Sue Price to do the prebuy. 
  2. Well lock change discussion.
    1. With the new by law passing, the board isn’t required to change the locks every year. Discussed if all water users with keys pays dues and we have no problem then we don’t change locks.  Kyle Epperson moved to hold off on changing lock and keys. It was seconded by Kevin Pfister. Motion passed unanimously.

Mike Baillargeon shared the roof on the big garage needs to be repaired / replaced. Ron Chrisman moved to get roofing cost on new roof and allow board to vote via email. It was seconded by Kevin Pfister. Motion passed unanimously.

Discussed the well house and tank needs to be painted as part of the maintenance budget.  $2500 approved for the year.  If the cost is going to be more than the budget, then we will need to do a fundraiser to cover the expense of moving money from the savings.      

Discussed Lot clean up is needed. Discussed hiring someone for lot clean up but the cost is a lot more than the cost of the dumpster and volunteer help.  Discovered several dates and decided to plan for June 19th @ 8am before the Father’s Day fundraiser. Jennie Keller will order a dumpster to be delivered prior to the lot clean up and placed towards the back by the well so it’s out of the way.  Dave Bohnsack may be able to use his tracker to rake and create piles so on the lot clean up day we can just pick up the piles.           

Kyle motioned to adjourn the meeting.  It was seconded by Mike Baillargeon.  Meeting was adjourned at 3:06 PM.
